The rumour that NASA Leader Raila Odinga could be appointed as Chief Minister in President Uhuru Kenyatta’s government has taken a new shape after it emerged that a Jubilee strategist has already drafted the bill that will create the new office.
A screenshot of the proposed law was widely shared on social media platforms but it remained unclear on the author of the bill and the actual timelines to its enactment.
The bill has been prepared by Dr Washington Makodingo – a Jubilee operative who is associated with Nairobi Senator Johnson Sakaja.
Makodingo previously served as Chair of the Disciplinary Committee of President Kenyatta’s former party – TNA.
The Jubilee operative claims that his proposal to amend the constitution is informed by the need to increase cohesion in the country.
It remains unclear if Makodingo has the blessings of the President who has a newfound political partnership with NASA Leader Raila Odinga.
Chief Minister with two deputies
“The President shall nominate and, with the approval of the National Assembly, appoint the Chief Minister and cabinet secretaries,” the proposed law reads in part.
It also seeks to ensure ethnic diversity in the Cabinet by stating that there will be no more than three members of the Cabinet shall come from the same ethnic community.
